How many years does a new pool surface last?

Plaster runs 8 to 12 years. Quartz finishes run 12 to 18. Pebble finishes, PebbleTec and Pebble Sheen among them, can go 15 to 25 years. Water chemistry has a big say in all of it, since aggressive water chews through any of these finishes faster.

What actually separates plaster, quartz, and pebble?

Plaster is the least expensive and the smoothest to walk on. Quartz mixes in crystalline aggregate for more durability and a nicer shine. Pebble uses exposed aggregate for a textured look that outlasts the other two but feels rougher on bare feet.

Should tile and coping get replaced at the same time as the surface?

Usually, yes. Matching new tile and coping to a fresh surface while the pool is already drained is far simpler than circling back to do it as a separate job later.
